Is the Gulf Catastrophe technically the result of an oil spill, as many are wont to say, or an oil leak? Just wondering. But doesn't the answer influence the way the issue is framed?

I suppose technically it's a "leak, which otherwise would probably would not have happened but for human attempts to retrieve the hydrocarbons." You are correct, though, in that "spill," denotes human agency/responsibility more than "leak" does.
Fun with transitive versus intransitive verbs.
The real problem, as always, is that too much time is spent in medias res attempting to fix blame, which time could be spent plugging the darn hole.
